Update: Changes to Royal Mail delivery and terms

Royal Mail has announced a series of important changes to its delivery service and account terms, set to take effect from July 2025. Here’s what you need to know:

Changes to Second Class and Economy delivery

From 7 July 2025, delivery of Second Class and Economy Letters and Large Letters will move to five days per week, on alternate weekdays (Monday–Friday). This phased change is part of the Ofcom proposal to adapt the Universal Service Obligation.

The speed of service will stay the same, but this shift will affect services like:

  • Business Mail
  • Subscription Mail
  • Publishing Mail
  • Advertising Mail
  • Catalogue Option Partially Addressed
  • Sustainable Mail
  • Response Services

First Class letter delivery remains unchanged.

Withdrawal of Postal Emergency Communication Facility

Also from 7 July, Royal Mail will retire its Postal Emergency Communication Facility (PECF) due to low usage and operational changes.

Diversion Service updates

Mail diverted using the Royal Mail Diversion Service will now be delivered as Second Class, Monday to Friday.

New Printed Postage Impression (PPI) design

Royal Mail has launched a new design for Printed Postage Impressions, featuring the updated Royal Mail logo. You can begin using the new designs now.

While Royal Mail encourages customers to switch over by 12 July 2025, they’ll continue to accept the old design for a transition period.

Local Collect terms updated

The Local Collect service terms were updated on 28 April 2025 to reflect changes to Royal Mail’s Out of Home delivery network and new API version 3.
